Digital-first BSS/OSS transformation

Telesur is the only full-service telecommunications provider in Suriname. Established since 1981 the company offers services in Suriname and the Netherlands. With the implementation of the e-Suriname vision the company is constantly investing in innovative technologies in order to secure the digital future of Suriname.

Constrained by legacy systems and inefficient processes, Telesur needed to digitally transform in order to accelerate time-to-market for new services, introduce fully convergent fixed and mobile packages, and drive greater digital engagement through a new mobile app and self-service portal.


Following an extremely thorough and formal tender process, Cerillion was selected due to the company’s track record of delivery to other similar multi-play operators, giving Telesur the certainty of outcome they needed for this mission-critical project.

The Challenges

To retain its position as the leading telecommunications provider in Suriname, Telesur needed to launch new digital channels and increase its agility by unifying all products, services and customers and in a single convergent solution. 

Key BSS/OSS requirements for Telesur included:

  • Digital first customer engagement through a mobile app and self-service portal
  • Convergent system for all network types (fixed, mobile), all service types (voice, data, content) and all payment types (prepaid, postpaid)
  • Flexible product catalogue to enable the rapid launch of new products and services
  • Support for eSIM
  • Comprehensive reporting and analytics for business management and optimisation
  • Efficient interconnect partner management

The Results

With a full suite of fixed and mobile services split between different BSS/OSS solutions, the Telesur and Cerillion project team settled on a plan for a two-phase implementation, with the prepaid and postpaid mobile services to be migrated first, allowing Telesur to decommission its legacy mobile platform. With a focus on mobile services, this was also the perfect time for Telesur to launch its new Mobile App, provided by Cerillion as a white label solution. Speaking following the launch in July 2023, Mike Antonius, CEO of Telesur, said: "Our partnership with Cerillion is truly transformational. And with the ability to launch new products and services faster than ever before, we are well-positioned to meet the evolving needs of our customers and drive growth in the digital era.” To complete the project, the joint team then turned its attentions to the fixed line services and customers, achieving a very smooth migration and enabling Telesur to provide a seamless customer experience for both fixed and mobile services across all channels including digital, call centre and retail stores. Wrapping up the project, Cerillion and Telesur also completed “real-world certification” for four TM Forum Open APIs delivered as a core part of the solution. “The successful completion of this BSS/OSS transformation project has taken a lot of preparation and hard work by the teams at Telesur and Cerillion, and I want to thank and congratulate all those involved on a fantastic achievement.
